Valley soil often hides caliche, monsoon drainage has to leave the deck, and the City of Phoenix or your suburb still has to permit the shell. Digging, steel, gunite, plumbing, decking, and plaster do not happen in one week. Ask the builder which step they are scheduling around summer heat, because plaster and deck work are the stages most sensitive to it.
There is no single finish that ignores the sun. White and light interiors stay cooler to the touch and show the water the way most Valley homeowners expect. Exposed aggregate finishes such as pebble and quartz are widely used here because they are thicker than a paint coat and handle UV and pool chemistry better. Dark finishes absorb heat. A builder should walk your yard at midday before recommending a color.
The county line does not decide that. Many Phoenix-area HOAs require architectural review before you dig, and that approval is separate from the city or county building permit.
